Impact Evaluation Programme

The Third Five Year Action Plan 2008 to 2012 (FYAP) states that an ex-post evaluation of completed projects is essential in order to assess the impact, cost effectiveness, sustainability and replicability of Common Fund financed projects and to draw lessons from past experience.

In view of their multi-country nature and the relatively small size of CFC projects in relation to the scope of development challenges of beneficiaries, an attempt has been made in these projects to assess the aggregated impacts and lessons drawn from the projects for other development and poverty alleviation projects.

The ex-post impact evaluation reports supplement the regular mid-term and terminal evaluations conducted by the Secretariat on all projects. Furthermore, CFC carries out regular evaluations of the Five Year Action Plan itself.


The evaluation reports are presented to the Executive Board for comments and direction on future orientation of impact evaluation bearing in mind the multi-country nature of the CFC projects and the pilot nature of the projects.
